L' Arc~en~Ciel was formed in Februari 1991 by Tetsu together with Hyde (Vocals), Hiro (Guitars) and Pero (Drums). The French name of this band originates from a French movie Tetsu watched at the time.
Currently L' Arc~en~Ciel is one Japan's top bands in the JRock scene, I strongly advise you to listen to some of their music.
